Pursuant to Act No. 111/1994 Coll., on Road Transport, as amended, Act No. 266/1994 Coll. on Railways, as amended and in accordance with Decree No. 175/2000 Coll. of the Ministry of Transport and Communication, on the Transport Code for Public Railways and Road Transport, as amended, (hereinafter referred to as the “Transport Code”):


Article 1
General Provisions

  1. The Terms and Conditions of Transport are valid for general transport of persons, luggage and live animals on board Public Transport vehicles (hereinafter “PT”) in the city of Hradec Králové and municipalities integrated by transport; Běleč n/O, Divec, Vysoká nad Labem, Předměřice nad Labem, Lochenice, Stěžery and Stěžírky and stipulate the conditions for this transport.
  2. Based on the concluded Transport Contract, the passenger is obligated to adhere to the conditions of the Transport Code, these Terms and Conditions for Transport and Tariffs.
  3. The driver and other persons authorised by the transport company, equipped with a controlling badge and identity card have the right to give passengers orders and commands to ensure their safety and to ensure the safety and smooth operation of transport.
  4. The Public Transport Company of Hradec Králové, Inc. (hereinafter the “PTCHK,Inc.) informs passengers about transportation and its changes on PT vehicles by means of public notices in the form of posters at stops, information centres, advanced ticket sales points, and in daily newspapers depending on the importance.

Article 2
Establishment and Fulfilment of the Passenger Transport Contract

  1. The Transport Contract is concluded, provided the passenger uses his/her transport rights arising from the transit document by boarding a vehicle with a valid transit document or with SMS valid ticket.
  2. Concluding the Transport Contract also enables passengers to board vehicles without tickets, whereby the passenger pays the fare to the driver immediately after boarding the vehicle, SMS ticket before boarding.
  3. The Transport Contract is fulfilled by carrying out transit within the contracted scope, in accordance with the concluded Transport Contract.
  4. For transit on PT lines, transit documents issued by PCTHK,Inc. and the carriers integrated in the VYDIS system are valid.

Article 3
Transit Document

  1. For the entire duration of the transit, the passenger is obligated to have a valid transit document with them, which the passenger will show authorised persons during transit document controls.
  2. A valid transport document is:
    a) a paper ticket for a single trip, in the corresponding price and type, validated in the validating device in accordance with the instructions stated on the ticket,
    b) a single-day paper transferable ticket, in the corresponding price, type and date of use (only sold in automats for paper tickets),
    c) ZTP, ZTP-P, PTP, KPV, ČSBS identity cardholders, MPs and senators of the CR, are entitled to transit free of charge,
    d) a City Card with electronic record of dates and prices of the respective transferable or non-transferable time based ticket,
    e) a City Card with electronic record of payment of a single fare,
    f) a VYDIS ticket, in the corresponding price, type and date of use,
    g) SMS ticket with valid code in mobil phone
    h) a letter of complaint substituting the travel document that has been accepted into complaints proceedings, for the duration of resolving the complaint, however for a maximum of 5 working days from the date of issuing the letter of complaint.
  3. An authorised person has the right to disqualify an invalid ticket in the case that the transit document :
    a) is damaged to such an extent that the data necessary for controlling its correct use is illegible,
    b) data on the document does not correspond with the facts or has be altered by unauthorised individuals,
    c) it is used by an unauthorised person,
    d) it is not the original,
    e) it is used without the required photograph,
    The authorised person disqualifying the transit document will always confirm it on the submitted report on conducted transit control.

Article 4
Paying Fares and Surcharges

  1. The prices of fares and tariff conditions are established by a decree of the city of Hradec Králové on the maximum prices of PT fares in the city of Hradec Králové and other municipalities integrated in transport services.
  2. The fare is paid by means of respective paper tickets or electronic record on the City Card or SMS ticketing.
  3. A paper ticket for single use is valid, provided it is an original issued by the PTCHK,Inc. and if the designated place is solely and exclusively validated by a stamp confirming the tariff has been paid by the passenger according to the instructions printed on the ticket, or data is recorded on the ticket that confirms the fare has been paid for the respective transport.
  4. The passenger is obligated to immediately validate the ticket for an individual trip in the nearest validating device, immediately after boarding the vehicle. A ticket for an individual trip can only be purchased from the driver and does not need to be further validated in any way.
  5. When a passenger boards a vehicle accompanied by a dog, the passenger is obligated to have a ticket for this type of transport at the price stipulated by the PT tariff and to validate it at the nearest validating device immediately after boarding the vehicle.
  6. You can purchase a ticket for a single trip and transit aboard PTCHK,Inc. vehicles, according to previous paragraphs by means of supplementary sales provided by the driver, at a higher price as stipulated by the PT tariff. The passenger requests the driver for the sale of such tickets immediately and without delay upon boarding the vehicle. The driver will only sell the ticket at the stop. This ticket is not further validated. 
  7. The passenger, who for serious reasons on his/her part returns an unused time based ticket with a quarterly or longer period of validity to the PTCHK,Inc., may only receive the aliquot amount of the unused ticket based on the passenger’s written request, calculated from the date following the day it was returned to the PTCHK,Inc., including a handling fee of 50.-CZK. Money is not returned for other unused time based and single tickets.
  8. A substitute ticket is not provided in replacement of a lost, stolen or damaged paper ticket. However, this does not apply provided the loss or damages were incurred by the PTCHK,Inc.
  9. The adequate electronic record of the time based fare or money will be transferred to the newly issued City Card from the lost, stolen or malfunctioning City Card after card blockage has been requested.
  10. The passenger is obligated to pay a surcharge on the fare in the total of 1500.-CZK and a fare in the total amount of a single fare as specified by the tariff for 1 zone. Reduced rates and conditions of storage and cashing in surcharges are stipulated by article 9.

Article 5
Transport of Prams and Bicycles

  1. A passenger may take a pram with a child, or without a child, onto the vehicle only with the awareness of the driver and provided the vehicle occupancy allows for it, and only by means of designated doors. Driving a pram through the vehicle is not permitted. Only one pram may be transported, however the driver can make an exception and permit the transport of other prams, provided the conditions of operation of the given line enable it. The pram is transported in a designated place marked on the exterior side of the doors with the symbol of a pram. The passenger must always secure the pram against motion and attend to it at all times. Transport of a pram with or without a child is free of charge.
  2. The transport of bicycles is only permitted on weekends, bank holidays and holidays under the same conditions as transporting a pram, however, priority is given to the transport of a pram with a child.

Article 6
Transport of Persons with Physical and Orientation Disability and the Transport of Persons in Wheelchairs

  1. A passenger with physical and orientation disability has the right to sit on seats designated and marked specially for them. If this right to sit is not clearly visible on these individuals, they prove their entitlement with the respective identity card. Another passenger, who has occupied such a seat, is obligated to free this seat to a passenger with physical and orientation disability upon his/her request.
  2. The PTCHK,Inc. will reserve and mark at least 6 places for sitting on PT vehicles for passengers with physical and orientation disabilities.
  3. Passengers with physical and orientation disabilities must be enabled to board and exit the vehicle by means of all doors, which are marked for boarding and exiting.
  4. The PTCHK,Inc. will transport a passenger in a wheelchair provided the technical design of the vehicle and its passenger occupancy allows for it and if the passenger ensures help with loading and unloading the wheelchair, including securing the wheelchair against spontaneous motion during transport on the vehicle.
  5. Passengers in wheelchairs may board the vehicle only with the approval of the driver and to exit the vehicle with the driver’s awareness.
  6. The passenger gets on the vehicle with the wheelchair by means of doors marked for getting on with a pram and he/she then positions the wheelchair on the platform.

Article 7
Relations Between PCTHK,Inc. and the Passenger

  1. Obligations of the PCTHK,Inc.:
    a) to provide information on the transit schedule, tariffs and promulgated transit conditions at places designated for contact with the public,
    b) to publish important parts of promulgated transit conditions and tariffs on PT vehicles,
    c) to ensure ticket sales for the period of providing transit services to passengers,
    d) to maintain order, cleanness and peace on vehicles,
    e) to announce the names of stations on vehicles equipped with the necessary devices, upon stopping the vehicle at the station at the latest and to announce the name of the ensuing station upon vehicle departure from the station at the latest,
    f) to ensure every third vehicles stops again at the same level as the stop post, provided more than one vehicle is standing at the stop at the same time,
    g) to ensure every vehicle stops again at the same level as the stop post in the event that a person in a wheelchair or with a stick for the blind is waiting at the stop.
  2. Obligations of the passenger:
    a) to adhere to the Transport Code, Transport Terms and Conditions and Tariff,
    b) to have a valid transit document with him/herself at all times during transit for him/herself and if applicable, for transporting a live animal provided it is not being transported free of charge and to present it at the request of a person authorised by the PTCHK,Inc.,
    c) to make sure that he/she gets on the vehicle at the stop in time, to transfer into the correct one and to exit at the destination stop,
    d) to use the facilities and equipment in the vehicle only for the purposes they are intended for, ,
    e) to free a seat reserved for persons with physical and orientation disabilities, provided they request it,
    f) to pay attention to orders and instructions of an authorised person, which are intended to ensure safety and smooth operation of passenger transport and safety,
    g) to refrain from everything that might threaten the safety and smoothness of operations, order in vehicles and passengers, or to cause disturbance to the carrier’s employees, while performing their duties, or to incur damages to the carrier or passengers,
    h) to pay the fare and surcharge to the fare, if the passenger does not present a valid transit document upon the request of an authorised person, or to provide personal data that is necessary for recovering payment of the surcharge, if it is not paid on the spot,
    i) to pay the surcharge for not adhering to the Transport Code or orders of the authorised person or for disturbing the peace of passenger transport or for dirtying the vehicle, or other forms of passenger harassment,
    j) at the order of the authorised person, to follow them to an appropriate workplace of public administration to verify passenger identity, or to follow the orders of the authorised person to wait at a suitable place until a person arrives, who is authorised to verify the identity of the passenger who has not met the obligations stated in clause h).
  3. Passengers are primarily forbidden the following:
    a) to board and exit, if the driver is giving a sound or light signal “Do not board”, “Do not exit”, respectively “Stop”,
    b) board a vehicle proclaimed as fully occupied by the driver,
    c) board a vehicle with items that are not permitted as luggage contents,
    d) to obstruct the space reserved for the driver and spaces reserved for boarding and exiting the vehicle,
    e) to talk with the driver while in motion, or to interfere with the driver’s field of view,
    f) to place luggage, or live animals on seats,
    g) to dirty the vehicle by consuming food and drink or other activities,
    h) to smoke in vehicles,
    i) to behave in an excessively noisy manner in the vehicle (e.g. whistle, sing, play music or recorded music),
    j) to enter the vehicle wearing roller skates,
    k) to bother other passengers with unsuitably carried luggage (e.g. backpack, etc.),
  4. Children up to 6 years of age may only be transported in the accompaniment of a person 10 years and older.

Article 8
Conditions for the Transport of Luggage and Live Animals

  1. As hand luggage, it is easy to transport portable things, which the passenger has with him/herself and in case of need, can be positioned in the vehicle under the passenger’s seat. The passenger has the right to take hand luggage with him/herself onto the vehicle free of charge. The passenger is obligated to ensure safe handling of this luggage and its supervision.
  2. As accompanying luggage, it is possible to transport things that do not correspond to hand luggage in dimensions and require to be placed in a specially designated space in the vehicle. The passenger is obligated to ensure safe handling of this luggage and its supervision. Accompanying luggage is not subject to paying a tariff price. Skis, snowboards or other sports equipment and items, which may incur damages, injury or dirtying to passengers and the vehicle due to their characteristics, are transported only in a protective cover.
  3. Handling luggage and their placement must not pose a threat to passengers and prevent them from fulfilling tariff obligations.
  4. The passenger is permitted to take small household and other pets and animals, provided no special regulations prevent it, and provided they are in boxes with an impermeable bottom and provided they do not pose as a nuisance to other passengers (e.g. if they smell). Transport of boxes with animals is not subject to a fee.
  5. The passenger is only permitted to take a dog aboard without a box. The passenger may only board with the dog with the prior awareness of the driver. The dog must be wearing a safety muzzle (not applicable to a guide dog), it must be held on a short leash by the passenger for the entire duration of the transit and must no be transported on a seat. One dog at maximum is permitted at a time aboard the vehicle. This restriction does not apply in the case of two dogs of one passenger, or services dogs of the state, military and city police or the Armed Forces of the Czech Republic. During the period of increased transit demand, the driver may refuse to transport a dog without a box. A dog, which is the guide of the ZTP-P cardholder, cannot be excluded from travel or refused. Dogs without a box are subject to payment of fare, with the exception of guide dogs for ZTP-P cardholders.
  6. It is forbidden to transport:
    a) items that are explosive, poisonous, radioactive, volatile and corrosive with the exception of portable steel bottles with liquid heating gas for households with a maximum capacity if 10 kg, containers with heating oil with a maximum volume of 20 l and accumulators filled with electrolyte, ensured against short circuiting by securing the degassing openings. Passengers planning to transport the aforementioned along with permitted items is obligated to notify the driver of this transport prior to boarding the vehicle and only upon receiving approval can the passenger place the item in the vehicle in accordance with the driver’s orders; a maximum of two bottles with heating gas or two bottles of heating oil or two filled accumulators are permitted aboard a vehicle at one time,
    b) loaded fire arms,
    c) items which can incur damages and injuries or soil passengers and vehicles due to their properties (e.g. skis or snowboards without a protective cover, glassed-in windows and glass without solid packaging etc.),
    d) items which can cause contamination or items, which can pose as an annoyance to passengers or the driver due to their bad smell, respectively their repulsive appearance,
    e) items which weigh more than 50 kg in total,
    f) items which are larger than 50 cmx60 cmx80 cm in dimension or items that are longer than 300 cm or items in the shape of boards, if they are larger than 100 cmx 150 cm.

Article 9
Transit Inspection

  1. An authorised transit inspector of the PTCHK,Inc. identifies him/herself with an inspector's badge and upon request also with his/her company identification of PTCHK,Inc.. This obligation does not apply to the driver of the vehicle.
  2. The driver of the vehicle and other authorised persons of PTCHK,Inc. equipped with an inspector’s badge and identification card have the right to:
    a) request passengers to present a valid transport document,
    b) to remove passengers from transit, who fail to present a valid transit document and do not fulfil the obligations to pay a fare and surcharges on the spot,
    c) to remove a passenger from transit or impose a surcharge, provided the passenger does not adhere to the Transport Code, orders and instructions of the authorised person, regardless of a warning, soils the vehicle or disturbs the smooth transport of passengers with his/her behaviour, or harasses the passengers in any other way,
    d) not permit the transport of luggage or remove the luggage of a passenger from transit if it poses as an obstacle to safe and comfortable transport or poses as a threat to passenger health or if its transport is not enabled by transport conditions, primarily in regards to vehicle occupancy,
    e) impose a passenger pay the fare as stipulated by the tariff and a surcharge, provided the passenger does not present a valid transit document, and or to demand the passenger present personal data necessary for recovering the surcharge,
    f) order the passenger, who did not fulfil the acts as stated in the previous clause e), to wait at a suitable place for the arrival of a person authorised to find out the passenger’s identity or to follow the inspector to a suitable public administration workplace to identify the passenger,
    g) to decide upon the form of inspecting the tariff disciplines in order to maintain smooth operation and safety, e.g. by directing boarding and exiting by mean of designated doors.
  3. If the passenger’s violation of his/her obligations endangers the vehicle’s driver or another authorised person of PTCHK,Inc., it is deemed a violation pursuant to Act No. 200/1990 Coll., on Violations.
  4. A passenger who validates his/her paper ticket or pays for the fare in electronic form or SMS ticket in the vehicle at the time of an inspection in progress, is deemed a passenger, who has not presented a valid transit document for reasons on his/her part.
  5. The surcharge imposed upon a passenger for transit without a valid transport document, for smoking in the vehicle, for transporting forbidden items and objects, for gross soiling of the vehicle is stipulated at the total amount of 1500.-CZK.
  6. In the case that the passenger pays the surcharge (imposed in accordance with paragraph 5) on the spot, i.e. at the time of resolving the violation of obligations, arising from the Transport Code and Terms and Conditions of Transport, the person authorised by the carrier has the right to impose a reduced surcharge in the total amount of 500.-CZK.
  7. In the event that the passenger pays the surcharge (imposed in accordance with paragraph 5), in cash within the deadline of three working days, following the day the violation of passenger obligations arising from the Transport Code and Terms and Conditions of Transport were detected, at the Department of Tariffs and Fares in the head office of the PTCHK,Inc., the surcharge shall be reduced to 500.-CZK.
    Surcharge reduction cannot be applied in the case of detecting an invalid transport document pursuant to Article 3, par. 3, cl. b,c,d).
  8. In the event that the passenger subsequently proves that at the time of the inspection he/she had already purchased a valid non-transferable time based ticket, respectively he/she was a cardholder authorising him/her to transit free of charge, within the deadline of three working days, following the day the violation of passenger obligations arising from the Transport Code and Terms and Conditions of Transport were detected, at the Department of Tariffs and Fares in the head office of the PTCHK,Inc., the surcharge shall be reduced to 50.-CZK
  9. For unpaid transit for a dog and other violations not mentioned above, of the Transport Code and the Terms and Conditions of Transport, the surcharge is stipulated jointly in the total amount of 50.-CZK.
  10. The Director General of the company always decides, on all levels of proceedings, on the easement of the severity of the financial sanction resulting from the imposed surcharge, on withdrawing from the imposed surcharge, on withdrawing from the process of recovering the surcharge that is already in progress.

Article 10
Other Provisions

  1. Items, found in PTCHK,Inc. vehicles are stored in the head office of the PTCHK,Inc. at the address Pouchovská 153, Hradec Králové. Information on findings are provided at tel. No. 495 089 234.
  2. Information on PT are provided upon a personal visit to the information centre in the hall of the Main Station of Czech Railways and at the customer centres of the PTCHK,Inc. in Pouchovská St. or at tel. No. 495 089 271.

Article 11
Final Provisions

  1. These contractual transit terms and conditions are valid for the transport of passengers, luggage and live animals on PT operated by the PTCHK,Inc. from 10/1/2017.
  2. The extract of the important part of Terms and Conditions of Transport in public transport vehicles in Hradec Králové and PT tariffs is published in all PT vehicles.
  3. The complete text of the Terms and Conditions of Transport in public transport vehicles in Hradec Králové is available at the head office of the PTCHK,Inc., at the advanced sales points of PT tickets in Pouchovska St. and at the information centre in the hall of the Main Station of Czech Railways.
  4. Contractual conditions which came into effect on 1/1/2017 are hereby terminated.
